Prop NS

LRA has properties primed and positioned for rehabbers looking for a home to fix up. The Prop NS Program, established in 2017 by the voter-approved Proposition Neighborhood Stabilization (Prop NS), utilizes bond funding to stabilize, secure and sell vacant LRA-owned residential buildings of no more than six (6) units. 

Upon completion of stabilization, competitive bids are accepted within 21-day bid windows.

The Prop NS Program currently has 43 stabilized LRA buildings posted for offers to purchase until noon on November 3, 2025.

Please note that some of the info sheets posted on our website were completed at the time of stabilization and may not reflect any changes in condition, including any damage caused by the 16 May 2025 tornado.

We highly encourage prospective bidders to personally inspect any property they intend to bid on, as conditions may have changed since stabilization work was completed. A limited number of buildings will be opened up for interested individuals to view the interiors, tentatively to be scheduled on Oct. 21 and Oct. 23. If you would like to request that a property be added to this open house schedule, please email prop-ns@stlouis-mo.gov no later than Friday, October 17. Due to limited staffing capacity, we will prioritize the properties with multiple requests. However, additional photos of the interiors and work completed may be made available upon request.

Please note that ALL Prop NS buildings will still require significant investment, including for new systems. Buyers of Prop NS-stabilized buildings will be expected to demonstrate their capacity and resources to complete full rehabs to satisfy occupancy permit standards, as required by the City of St. Louis Building Division.

 All Prop NS-stabilized properties are sold AS IS. Prop NS funding has specific caps on how much can be spent on each building, and no additional work can be completed on properties below using Prop NS funds.
